Automating iPad Site/Name/Building/Group Membership during/Post DEP

k-12 organization here. We have 5,000 ipads we are considering enrolling in the jss. Currently we are using Meraki free and devices are easily organized via Tags. Current workflow for Meraki is to do the following:
1. Add devices to Apple MDM Meraki Server instance.
2. Sync Meraki DEP list
3. All the unassigned ipads now show up in a list in Meraki, I can apply the desired MDM profile AND Tags for organization.
4. Let Campus techs know they are clear to start enrolling the devices.

The key part in this workflow is that I am able to assign the organizational tags BEFORE anyone ever lays hands on the ipad or ever powers it on. This means as soon as enrollment is complete the assigned apps start installing on the device.

I can not recreate this workflow at all in the jamf system.
To do anything remotely similar I would have to create an pre-stage enrollment for every single campus we have (70+).
Or I would have to have all the devices enrolled by the campus techs and then BEFORE they can start using the devices I would have to run the 3rd party tool like the MUT to assign those serial numbers the correct sites/buildings/asset tags and so on.

Has anyone found any ways to automate some of this basic enrollment information during the DEP process?

Even just a couple items to key off of would be helpful for the initial organization. Right now the best I can get appears to be creating smart groups for every campus, with the criteria of a particular AD user for that campus, and then during the DEP enrollment use that user for that campuses enrollment.

Really wish I could pre-populate this information in the JSS. Another much much cheaper MDM is able to do this.
