The only time I have seen that is when there is some kind of network filter getting in the way of the upload. Download and run JAMF's JET tool. If that does not get you the information you need, open a ticket with JAMF.

@cundy Is your JSS on-prem or are you a Jamf Cloud customer? If the latter are you trying to upload via the Packages screen in your JSS console under Settings->Computer management, or are you trying to sue the Jamf Admin app? If you're seeing the failure with the app give the console interface a try.

I would go to Settings > Global > Cloud Services Connection and confirm that the connection shows enabled and that no credentials need to be updated
