Enrollment Complete trigger stopped working on Catalina

I know this trigger has a history of not working right however I do expect it to work in one form or another. Is anyone else seeing this trigger fail on DEP'd Catalina hosts? Jamf binaries are installed properly.

We are looking into enrollment complete failing due to "network state change", as seen in client Jamf logs. Seems we sometimes lose Internet connection during enrollment. Has been reliable with Belkin USB-C Ethernet, and shared key Wi-Fi.
