On Managed iPads, Instructors can't clear Safari Cache

Good Day
I have a bunch of iPads which I mange using Apple Configurator and Jamf.
I created the IOS policy with all that I want restricted. The Instructor is complaining that they are unable to clear the cache. I have checked my settings but I can't find this setting anywhere. Does any one know what I'm missing?

Do you have any content filter settings enabled in a configuration profile scoped to that device?

I would remove that part of the configuration profile and see if that resolves it.
