Recon not running after policy executes

I'm having a lot of packages where I've enabled 'Update Inventory' in the policy but when the policy runs, whatever the policy is supposed to do happens, but the recon at the end is not happening. This is causing some of my Smart Group based policies to run more than once.

I'm on JSS 9.31 and this is not occurring on just certain machines, or certain types of policies. It seems fairly random.

Is anyone else experiencing this? Any suggestions?

I looked a little more. It appears this issue is more prevalent than I realized. I don't think anything is running recon after the policy executes even though that option is turned on in the policy. Is anyone else seeing this?

I just created a new policy for testing and it worked with that.
