Restrict iMessage on iPad to JSS members only

Is it possible to restrict iMessage so that users can only message other members of the same JSS? (Much like the way GAFE student accounts can only email other members of the same domain.)

No. Your better bet is to use a different chat client. I don't know iOS, but am thinking of Jabber for Mac. I assume theres a Jabber client for iOS... -t-
