I set up some iPads as shared iPads because we weren't sure what Apple ID's we would be using at the time. Now we know we only want to use one Apple ID on all the iPads - we no longer need these to be shared. To switch from a shared iPad to "single user" mode, do I have to reset the devices? Is there a way to make that switch, maybe a policy or configuration I can push, that will change that without resetting all the devices? Thanks.

No, you will need to erase them again and uncheck the box for Shared iPad during Pre-Stage Enrollment
