Unable to boot to Catalina internet recovery

I have a bunch of T2 13" MBPs (that shipped with Mojave), defaulting to Mojave in the internet recovery regardless of what key combination is used. I'm assuming this has something to do with the volume structure, BUT I have T2 15" MPBs not having the same issue. Has anyone seen this?

Command +R: Install Last OS
Command +option +R: Upgrade to most recent
Shift +option +command +R install the OS that came with the Mac (10.12.4 or later)

Do you have an EFI password set?

I know the key combinations. Hence the, "regardless of what key combination is used" statement. ALL combinations go to Mojave. No the EFI is not set.

If your Mac has the Apple T2 Security Chip and you never installed a macOS update, Option-Command-R installs the latest macOS that was installed on your Mac.
