I am a system administrator for a school in Germany. We have received a ton of IPads this Year where the MDM was an old version due to it still allowing the App Store and removal of the MDM.We have already tried many things like resetting it or contacting the City Administration but nothing had worked until now.
If you could help me that would be very kind of you

The MDM is from 2020 during covid 19 and was for testing for unknown reason the city just gave us new iPads with this certificate.

Are you trying to add it to a new MDM or release it from MDM? Either way, you'd need someone to log into the Apple School Manager Portal and take action on the devices from there.

Im not totally sure I follow the situation. If removing the MDM profile is allowed, that is just a check box in the automated device enrollment configuration. Allowing the App Store is just a Configuration Profile.
If you have 2x MDM's and devices are going to the wrong one, that is a setting in Apple Business Manager that needs to be updated. Devices that enrolled to the wrong MDM will need to be reprovisioned.

Sounds like they are attached to the ASM (Apple School Manager) or ABM (Apple Business Manager) of the city still. Can you verify that the devices have been released from their ASM/ABM via the serial number?
I came to this conclusion because OP mentioned that resetting the device did not clear out the old "MDM" meaning that it is still owned by the City in their ASM or equivalent.
