That error does not appear to be one that would be related to anything Jamf is doing. Really all you can do from the Jamf side is renew the VPP certificate and see if that helps. To me this sounds like TLS redirection or packet inspection on iTunes traffic, which would cause apple to fail the traffic. Make sure all the correct hosts and ports are open and bypassed on the networks the iPads are on.
