Could it be something with the "Private Address" setting that was
introduced in iOS 14 that randomizes the MAC address of the device?
Might be worth disabling it just to see if the behavior changes.
If you have more then 179 devices scoped to the app, you'll run into
licensing issues due to how licenses are assigned to devices. All
devices in the scope for an app consume a license, even if the app is
not actually installed on the device.
