Thanks @mjhersh, that file was missing. Now I just need to understand how Jamf Connect was being installed without the 2nd pkg. Once the other one is pushed down, it does work as expected.

Thanks you for this, it is interesting, both of the profiles are missing, so they must be getting removed after PreStaging. Not sure why it would be removed, because it is using a smart group based on the enrollment method, so this should be populate...
