Has this ever been resolved? I'm having these issues too. I've just been doing it a few at a time but now I'm getting the error when just trying to do 25. I have 2400 new iPads to assign and I'm ready to pull my hair out!

I am having the same issue with a single user/iPad and one specific app. Other apps will install just fine on this iPad and this app installs on other iPads. Has anyone found a solution?
