I tend to have best success using /Library/Preferences/SystemConfiguration/preferences.plist.old at a watch path.

It can be scripted using paths but from what I've seen Apple has removed ability to manage the firewall from terminal. The app firewall also is basically allow or deny it doesn't have ports.

@jhuls We got an email announcement on Friday 6/18/2021 but has been a real pain as they aren't sending regular email comms on releases anymore.

Connect it to the internet then CTL OPTION CMD + T at the setup screen to bring up the terminal and then run sudo ntpdate -u time.apple.com to have it update the time from the internet.
