You could even have Jamf run a script on every check-in that checks for
the app (Jamf itself runs on a LaunchDaemon, so it simplifies having to

I think that's going to run into the same problem of needing
administrative privileges to begin the installation. I'm not really sure
what your options are without administrative privileges to be honest.
