Guys,Congratulations on finding the workaround. Though the question remains, why WiFi is disabled on passcode screen, specially when the iPad is restarted normally or after hard reset?Food for thought.

Unable to scan all the hard drive, getting operation not permitted on lots of folders. I used "find /" rather using "find /Users/XXX"
