Password Policies for Local account on DEP

I have a password policy in Configuration profile for all managed Mac .But the password policies is not getting applied for the Local account creation during the initial Mac configuration (Soon after the DEP getting completed ).Is there any way to apply password policies for Local account creation during the initial Mac configuration.

Did you ever find an answer to this question. I am having the exact same issue currently.
