Short answer is no. Books must be downloaded from the library in the Books app.

RLR is correct. You'll need to wipe and re-enroll those iPads as Shared iPads. Then students can log in to any iPad in that group with their Managed Apple IDs.

This happens to me when the VPP license monitor takes longer than usual to verify all the licenses. Also check the number of available licenses in your app catalog/scope.
