What is the proper way to make a macOS Monterey Smart Group? Typically I
put in the macOS number as the criteria (10., 11., etc) but that doesn't
seem to work... It's catching OS X Sierra 10.12.x machines in it.

Apologies, it's not really a "notification." If the users password is
expired it prompts them to change their password on the login screen.
Works fine on all other macOS except for Sonoma.
In case anyone is having these issues still: Adobe is not signing their
packages when it generates them from the Adobe Admin Console.Instead of
letting JAMF zip the package up when uploading, manually zip the .pkg up
from the build folder and then up...
