Blocking apps outside App folder problems

So im' trying to push this configuration profile:

 but got one pesky app, called EdgeUpdater, that keeps spamming me with "you don't have permissions to run me". The app seems to be inside the Microsoft Edge app in Applications and not in the Application Support folder, but i whitelisted it anyway, didn't work.

Anyone had this issue?

I am seeing this and working through it currently.

Did anyone figure this out?  I don't have admin privileges on this computer so I'm limited with what I can do.
